	This is the modem setup for the DEC DF296 which is necessary
to properly transmit binary files with 'qcp'.  The most important change
is the default flow control under the Speed Buffering (/SBU) section.
The default on my modem was XON/XOFF, which causes these characters to
be eaten by the modem.  I had my best luck disabling the speed buffering
and the DTE flow control.

	Disabling modem echo is also necessary if the DF296 is being used
on a login line, otherwise an infinite loopback condition occurs.
